Since its inception in 2014-2015, the Wagner group has expanded from a frontline contractor in Eastern Ukraine, to spearheading Russia’s foreign policy and private business objectives in Syria, Libya, the Central African Republic, and many other states. As Wagner’s reach is constantly expanding, our mapping project aims to filter through speculation and leverage open-source intelligence (OSINT) to track Wagner’s presence and activity worldwide.
  2. The Wagner group, such as it is, does not exist as a traditional PMC but as an interconnected network of mercenary groups, semi-state forces, and corporations with links to the Kremlin. As a result, Wagner’s activities are very difficult to track and categorize.
  3. If left unchecked, the Wagner group will very likely remain an effective and transient tool of the Russian security apparatus, combining aspects of state forces, private military companies, and paramilitaries. Wagner activities will likely continue to be equally focused on supporting Russian private business interests as foreign policy objectives.

DENIED AND DENIABLE: WAGNER GROUP

“Wagner Group” is an umbrella term that refers to the network of mercenary groups with ties to the Kremlin and controlled by Russian oligarch Yevgeny Prigozhin. The Wagner Group is used to advance Russia’s foreign policy objectives with a modicum of plausible deniability, as no such group formally exists and is denied by Russian officials. 

Utilized in everything from disinformation to site protection and offensive combat operations, the Wagner Group escapes conventional definitions of Private Military Companies (PMC) and has become increasingly active globally. 

Wagner PMC is known to operate under different names and structures, often related to mining, or military training, further obscuring the group’s activities. Existing literature focuses on the debates over Wagner’s functionality, goals, history, and even its very existence. However, limited attention has been directed towards the breadth of the network’s global activities. Herein we identify the locations of Wagner activity worldwide based on open-source reporting and assess the likelihood that Wagner is indeed active in each country.

A few things to understand before discussing the so-called Wagner group’s activities worldwide:

  • Due to the vague nature of the Wagner network and often imprecise and conflicting online reporting, much of the group’s activity cannot be identified with 100% certainty. Here we have opted to categorize Wagner activity as: Confirmed, Likely, Possible, and Unlikely.
  • It is important to note that beyond PMC Wagner, several other Russian PMCs remain active. It is possible to misidentify these PMCs as Wagner, especially with vague and unverified reports.

ACTIVITY LOG: TRACKING WAGNER’S GLOBAL REACH

Russia/At Home:

Like any PMC or military entity, Wagner trains its contractors before departing on missions. Supported by Russian military and intelligence personnel, Wagner conducts training at two locations attached to the 10th Special Mission Brigade of GRU Spetsnaz in Mol’kino, Krasnodar region, Russia. These facilities feature airborne training and obstacle courses, weapons and munitions storage buildings, and barracks, among others.

Ukraine:

Russia’s invasion of Ukraine provided the impetus for the creation of the Wagner group. Wagner mercenaries were instrumental in numerous battles throughout the conflict, notably in Crimea and later the Donbas region. Donbas war veterans formed the foundation of Wagner’s ranks, and the group continues to recruit from Russian-occupied eastern Ukraine.  

Estimates put the number of Wagner operators in Ukraine anywhere from 2,500 to 5,000 at their peak, operating in support, intelligence, and direct combat roles. Wagner mercenaries were pivotal in the battles for Luhansk airport and in the seizure of the strategic town of Debaltseve in Donetsk oblast.

Activity Status: Confirmed – Limited continued presence


Syria:

Wagner has been active in the Syrian civil war in support of President Al-Assad’s government since October 2015. Taking part in numerous battles in key roles, Wagner has been able to win a stake in the country’s energy industry for companies linked to Prigozhin and the Kremlin. 

Estimates place the number of Wagner operatives as high as 2000 at different points in the Syrian civil war. Wagner also involved in the training of various Syrian millitias groups loyal to Bashar al-Assad, and Palestinian militias. By 2017, Wagner had already played a key role in recapturing parts of Deir ez-Zor province. In February 2018, Wagner contractors alongside Iranian-backed militias and Syria army units, attempted to capture an oil field from the U.S-backed Syrian Democratic Forces (SDF). Swift U.S. airstrikes obliterated the Wagner attack, resulting in massive casualties for the Russian mercenaries (some estimate over 100 Wagner KIA). 

Wagner maintains a presence at the strategically important Tiyas airfield (T-4) and in central and eastern Syria. In addition to supporting Russian foreign policy goals, Syria served as an important proving ground for the use of Wagner, leading to the PMC’s global deployment. 

Activity Status: Confirmed – Limited continued presence.


Libya:

Numbering in the thousands, Wagner mercenaries have been omnipresent in the Libyan conflict since 2015. Wagner operatives served in critical frontline roles supporting General Haftar’s Libyan National Army (LNA) against the UN-recognized Government of National Accord. 

Wagner contractors trained LNA forces, engaged in combat operations, including the assault on Tripoli, and secured the LNA’s critical infrastructure (oil refineries and the ports of Tobruk, Derna, Benghazi, and Sirte). Wagner is also notorious for executing prisoners and placing mines and booby-traps in civilian areas

Wagner affiliated personnel also pilot Russian fighter aircraft (e.g. Su-24 “Fencer”) and operate advanced air defense systems (Patnsir S-1/SA-22) on behalf of the LNA. Wagner infantry in Libya are equipped with utility trucks mine-resistant, ambush protected vehicles.The east Libyan al-Kahdim airfield is likely Wagner’s headquarters in the country.

The group continues to be engaged in the Libyan Civil War despite ceasefire agreements necessitating the removal of foreign fighters. 

Activity status: Confirmed – Limited continued presence.


Mozambique:

Two years into the bloody ISIS-linked insurgency in Mozambique’s northern region of Cabo Delgado, the government reached an agreement with Wagner to combat the insurgents in exchange for a stake in the country’s natural resource industries. Wagner commenced combat operations in Mozambique in October 2019. After initial success Wagner hit a wall and sustained notable casualties, leading to Wagner deciding to pull out of the agreement. Wagner was later replaced by Dyck Advisory Group (DAG).

Activity status: Confirmed – No longer present.


Central African Republic:

In early 2018 reports highlighted that Russia had sent Wagner trainers to the CAR to assist in the government’s fight against rebel elements. Despite the fact that the Wagner operatives were brought in for training, SOCMINT evidence suggests that the contractors have been involved in combat and human rights abuses. Wagner group affiliates/fronts “Lobaye Invest” and “Sewa Security” have secured a stake in the country’s diamond and gold mining industries in exchange for kinetic services. 

Satellite imagery shows increased use of the group’s reported base of operations, Berengo Palace. Located southwest of the capital of Bangui, satellite imagery highlights increased traffic and what appears to be the use of an airstrip.

Operating under the “SEWA Security” banner or with no markings at all, Wagner has also provided VIP protection to CAR President Touadera.

Activity status: Confirmed – Growing presence.


Sudan:

Reports from 2017 indicate that Wagner mercenaries had been redeployed from Ukraine and Syria to support President Omar al-Bashir’s military with training and aid in suppressing demonstrations. Wagner-affiliated companies “Meroe Gold” and “M Invest” search for gold in the country with permission from al-Bashir’s government. Wagner’s presence in Sudan also reinforces Russia’s geopolitical position with a significant presence along the coast of the Red Sea and provides a supply line to the group’s operations in CAR. The Kremlin confirmed in 2019 that “Russian companies” are training the Sudanese army. 

Activity status: Confirmed – Continued presence.


Madagascar:

Wagner provided security detail to the political strategists hired by Prigozhin to assist the Madagascarian presidential election in 2018. Prigozhin received a contract to run an existing chromite mine in Madagascar in exchange for electoral assistance and interference. In April of the same year, reports suggest that these same Wagner contractors are being used to protect Prigozhin’s exploitation projects. 

Activity status: Confirmed – Very limited continued presence.


Venezuela:

Wagner contractors were brought in to assist embattled President Maduro in the face of political and social opposition in 2019. Reports suggest that Wagner contractors assisted in providing security for Maduro and his administration, as well as local Russian business interests. In 2019 there were reportedly 400 Russian mercenaries in Venezuela. 

Wagner’s tasks beyond simple security roles included recruiting informants and helping to train Maduro-backed militias. Wagner’s presence is heavily tied to Russian geopolitical and economic interests in the country. In 2020, Rosneft, the largest Russian oil company in Venezuela, sold all its assets to an unnamed company owned by the Russian government, further solidifying Moscow’s interests.

Activity status: Confirmed – Limited continued presence.


Nigeria:

Pre-Wagner affiliate Moran Security Group was known to be active in security roles in the shipping industry. Moran contractors were arrested at the port of Lagos in October 2012 for trafficking weapons. However, after Moscow’s involvement, the men were released.  

Moran Security Group created the Slavonic Corps to branch away from its traditional security roles, which later morphed into the first iteration of the Wagner Group. 

Recently reports have emerged that Prigozhin has been spotted in Lagos meeting with the Nigerian government and military officials, including with Nigerian Army Chief of Staff Farouk Yaha, in 2021. Prigozhin’s alleged meeting in Lagos coincides with a Gulfstream G550 flight to Nigera, namely P4-BAR – an aircraft associated with Wagner. 

The meetings are likely connected with the fight against ISIS-affiliate Boko Haram in northern Nigeria. 

Activity status: Possible – Discussions about bringing in the Wagner group appear to be underway, although Nigeria has made noted use of more traditional PMCs.


Chad:

Wagner’s well-documented activity in CAR and Libya has led to speculation that Russian mercenaries have also penetrated neighboring Chad. Further reports suggest that Wagner has assisted in arming and training rebel groups in northern Chad in 2016. Rebel incursions lead to the death of Chadian President Idriss Deby Into.

Wagner-linked activities in Chad will likely intensify due to the group’s heavy presence in Libya and Russia’s growing interest in Africa. 

Activity status: Likely – Contemporary reports of Wagner indirect influence coupled with Russian interest in the region suggest likely further activity in Chad.


Cuba:

Amid the political upheaval in Cuba, OSINT enthusiasts have tracked flights and a freighter previously associated with the Wagner group to the country. Given Moscow’s traditional relationship with Cuba, the state of upheaval, and Wagner’s noted presence in Venezuela, we may see Wagner’s arrival in the coming weeks or months.

Activity status: Likely – Though not currently active, Wagner personnel will likely arrive in the country.


Mali:

While there are unverified reports of Wagner operatives arriving in Mali to fight the ISIS-linked insurgency, recent reports highlight ongoing negotiations for Wagner involvement in Mali. Russian foreign minister Sergei Lavrov further corroborates these reports by stating that Mali’s government has asked for “Russian PMC” assistance – a clear nod to Wagner. 

Activity status: Likely – discussions are ongoing.


United Arab Emirates 

The US intelligence community received reports in the summer of 2020 that provided links between the UAE and Wagner mercenaries active in Libya. As the UAE makes noted use of foreign fighters it is unsurprising to see the UAE turning to foreign mercenaries for foreign policy objectives. This provides an interesting precedent for both the UAE and Wagner.

Activity Status: Likely – Indirectly, evidence suggests the UAE is involved financially with the Wagner network.


Equatorial Guinea:

Sightings of Prigozhin-associated flights and multiple news reports indicate a nascent Wagner presence in the country. Furthermore, a report suggests that some 200 Wagner operatives protect Russian intelligence officials at the Pico Basile Island spy base.

Latest information indicate that Equatorial Guinea had planned to involve Wagner in providing security in the country, but failed to reach a deal as it also wanted possible assistance in a coup against the incumbent President. 

Activity status: Possible – Numerous unverified reports naming Guinea as a state where Wagner has influence. However, the lack of evidence or corroborating reports makes it unclear. 


Nicaragua:

A Russian training center exists in Nicaragua since 2013, hundreds of Russian military personnel were sent to the country for “joint military exercises,” “humanitarian and military operations training,” and “anti-drug trafficking.” However, reports suggest that these “instructors” played a significant role in cracking down on anti-government protests. 

The Russian military personnel are not thought to be affiliated directly with the Wagner group at this time. However, as Russia continues to rely on relationships with Venezuela, Cuba, and Nicaragua for a geopolitical foothold in the region, the Kremlin might insert Wagner in the country, if not already. 

Activity status: Unconfirmed but possible – No explicit link identified, but numerous linkages have been highlighted. Nicaragua’s operational environment is optimal for Wagner activity.


Iraq:

No direct involvement of Wagner or Wagner affiliates has been noted in Iraq at this time. The Wagner group has previously been highly active in eastern Syria near key Iraq border crossings but there is no indication that Wagner undertook operations across the frontier. 

Other Russian PMCs, including the Antiterror-Orel Group and the Moran group, linked to Wagner’s emergence, had previously operated in Iraq.  

Activity status: Unlikely – Wagner might emerge in Iraq if the operational environment becomes more permissive due to a US/NATO withdrawal. 


Nagorno-Karabakh Region (NKR):

Chatter emerged from forums and social media accounts associated with Wagner contractors insinuating that the group was operating in the conflict, these claims were eventually disproven by Bellingcat. 

Displeased with Armenian PM Pashynian, Russia has been unusually detached from the flare-up in NKR, and only stepped in after the formal conclusion of hostilities in December 2020. If secretly deployed, it is possible that Wagner mercenaries only entered NKR as part of Russia’s “peacekeeping force.” 

Activity status: Unknown


Belarus:

In July 2020, before the country’s presidential election, Belarussian authorities arrested 33 Wagner-linked contractors on suspicion of plotting terrorist attacks to destabilize the elections. Reports later came to light that the men were members of a PMC lured to Belarus through a joint operation by Ukrainian and US intelligence services intended to arrest members of the Wagner group active in the war in eastern Ukraine – former Ukrainian president Petro Poroshenko seemingly confirms the information. 

Activity status: Unlikely – Wagner is extremely unlikely to be active in Belarus, more likely to be in transit to Libya, Sudan, CAR or elsewhere.


Tanzania:

Russia and Tanzania signed an agreement in 2016 for joint military training at Russian facilities. While Wagner often fills these roles for the Kremlin, no evidence suggests they are active in Tanzania at this time. Previous activity along Tanzania’s southern border with Mozambique is not thought to have spilled over into the country.

Activity Status: Unlikely – Russian military activity does not always translate to Wagner presence, especially when overt agreements are made between the state. 


South Africa:

There is no evidence to suggest a Wagner presence in South Africa; however Prigozhin-linked political strategists have assisted parties involved in the 2019 presidential election. 

Activity status: Unlikely –The presence of numerous South African-based PMCs means mercenary activity is unlikely. Though Prigozhin-linked political strategists are very likely to maintain a presence.


Inconclusive Reports of Wagner Activity:

The following highlights inconclusive reports of Wagner activity, due to lack of evidence or corroborating reports.

  • Eswatini: Unverified reports suggest Wagner maintains a presence in the country and has trained Ewatini’s troops on new weapons systems.
  • Rwanda: Rwandan troops fought against Rebels in  CAR as part of a bilateral agreement alongside Wagner elements.
  • Yemen: Rumors and social media reports indicate that a “Russian PMC” is active in the Yemeni Civil War. However, there is no credible report naming Wagner. Wagner-trained Sudanese militias have, however, deployed and fought in Yemen. 
  • Zimbabwe: Nondescript reports have claimed that Wagner maintains an office in the country. Additionally, there have been claims that President Emmerson Mnangagwa’s 2018 election campaign was assisted by Russian political advisors associated with Wagner.

What We Learned From Israel’s Latest Airstrike Spree in Syria

Over the past eight years, The Israeli Air Force (IAF) has conducted over 300 “unclaimed” airstrikes against the Iranian Revolutionary Guards (IRGC) and its axis of transnational Shiite militias (the Iranian Threat Network/ITN) in Syria. Israel’s covert air campaign aims to avert an Iranian entrenchment in Syria and prevent the transfer of advanced weapons to Hezbollah and other militias that threaten Israel. 

In 2020, the Israeli Air Force (IAF) has conducted 14 operations in Syria (by the date of the publication of this analysis). The IAF operations have targeted at least 23 different locations all over Syria, except for the northeast corner. Five of the 23 airstrikes occurred in the two weeks between 20 April and 4 May, indicating an increase in Iranian threat network (ITN) activity. 

Thanks to ImageSatInternational’s battle-damage assessments and reports from the Syrian Observatory for Human Rights, as well as social media intelligence (SOCMINT), we were able to draw the following conclusions:

THE MORE THINGS CHANGE, THE MORE THEY STAY THE SAME

The recent Israeli airstrikes in the provinces of Quneitra, Suweida, Da’ara, and the Damascus area indicate that the IRGC’s external operations branch, the Quds Force (IRGC-QF), and the ITN still hold positions near the Israeli border despite Russian statements to the contrary. 



Southern Syria has been the IAF’s primary area of operations for the past eight years. The vast majority of IRGC weapon shipments end up in Syrian military bases around Damascus and warehouses across the Lebanese border. With the Israeli-held Golan Heights just a stone’s throw away, Jerusalem is concerned that the ITN will use southern Syria as a springboard to attack Israel.

The IAF has also raided Damascus International Airport (DAI), where IRGC-linked airliners deliver missiles, munitions, and other weapons. While DAI is probably one of the most recurrent targets of the IAF, the airstrike on 13 February 2020 marked a premier. After years of hesitation, the IAF bombed the IRGC’s headquarters in Syria, a three-floor glasshouse near the airport entrance. By the time of the strike, the Glasshouse had nevertheless become a symbolic target due to extensive media coverage. 

Like before, the IAF has also prosecuted high-value targets (HVT) targets on Syrian soil. In late February, the IAF successfully neutralized the local Hezbollah operative Imad Tawil who was driving in the town of Hader, near the Israeli border. Imad Tawil was facilitating Iran’s efforts to secure a foothold on the Golan Heights, according to local media reports.  

On 18 April, an Israeli drone unsuccessfully targeted Hezbollah commander Mustafa Mughniyeh, son of the group’s late second-in-command Imad Mughniyeh near the Lebanese border. As video surveillance seems to show, Mustafa Mughniyeh and his security detail managed to flee the vehicle before the bombs hit. 

ABU KAMAL IS THE NEW FLASHPOINT

The Syrian-Iraqi border became the IAF’s new focal point after IRGC-backed forces captured the town of Abu Kamal from ISIS in late 2017. Because of its geostrategic position, the border crossing near Abu Kamal is a critical node in Iran’s logistical land-bridge, which stretches from Iran to Lebanon (the “Shiite Crescent”). All Iranian weapons that enter Syria via Iraq have to pass through Abu Kamal. 

In 2019, Iran built an underground super-warehouse, called “Imam Ali” garrison, to shelter some of the cargo entering Syria. The Popular Mobilization Units (PMUs), an umbrella of over 60 Iraqi (mostly) Shiite militias loyal to Iran, control the Imam Ali site as well as the entire Syrian-Iraqi border. Kata’ib Hezbollah, Badr Organisation, Harakat Hezbollah al-Nujaba, Asaib al-Haq, and the Imam Ali Brigades (IAB) are some of the most influential PMU groups invested in Syria.

Other Shiite militias, including Brigade 313 (Syrian), the Liwa Fatemiyoun (Afghan Shiite Hazaras), and Liwa Zainbiyoun (Pakistani Shiite Zaidi) are also operating in the area and elsewhere in Syria. SOHR estimates that the Iranian threat network (ITN) has around 6,200 fighters in the Mid-Euphrates River Valley (MERV) area. 

Naturally, the target-rich Abu Kamal area has become a hotspot of IAF activity. In 2020, the IAF bombed IRGC-QF and PMU positions in eastern Syria on three different occasions (January, March, and May). 

In January, Israeli aircraft destroyed an IAB convoy near Abu Kamal, resulting in 8 Iraqi militiamen KIA. The Iraqis were reportedly delivering missiles to Hezbollah. During the same raid, the IAF also struck an arms depot in the same area. 

On 11 March, the IAF prosecuted PMU installations around Abu Kamal again, including the “Imam Ali” garrison. Later in May, Israel raided a series of militia positions throughout the MERV. Overall, the three operations killed at least 48 Iraqi militiamen and Iranian operatives. 

Maintaining maximum pressure on the Abu Kamal logistic node is imperative for denying Iran freedom of movement in Syria. The IAF needs to demonstrate that no matter the distance, Israel is willing and able to prosecute targets anywhere in the region. To make the point even clearer, Israel raided IRGC and PMU positions in Iraq five times last year. 

THE IRGC IS MOVING UNDERGROUND

The IAF’s recent airstrikes revealed that the IRGC is increasingly relying on underground storage solutions to protect its weapons from Israeli attacks. While the Imam Ali garrison is the largest storage facility, Iran has built many other underground depots throughout Syria. 

Battle damage assessment (BDA) of the 20 April 2020 strike shows that Israel bombed nine underground storage facilities north of Palmyra. The bunkers likely harbored weapons delivered either by land via Abu Kamal or by air to the nearby Tyias Air Base.

A week later, on 27 April, Israel bombed a similar facility in Mezzeh Air Base in Damascus. While the airstrike damaged the entrance to the depot, it is unknown whether it also destroyed the underground bunker. Partly operated by the SyAAF Intelligence Directorate, one of the IRGC’s closest Syrian partners, Mezzeh Air Base is a safe-haven for Iran’s militias.  

If Iran continues to build storage bunkers, it will force Israel jets to fly with ground-penetrating ordnance instead of cruise missiles. As bombs have a smaller operational range than cruise missiles, the Israeli jets will need to fly closer to their targets, which will expose them further to Syrian air defenses. For example, the Delilah cruise missile can be fired from a maximum distance of 250 km away. In comparison, the GBU-39 small diameter bomb, which has a warhead four times bigger than Delilah’s, is only capable of traveling 64 km in ideal circumstances. A hardened penetration bomb as the BLU-109, with an 874 kg warhead, will require a release from an ever closer range. An increased payload also translates into a larger aircraft radar-cross section, making it easier for Syrian radars to detect the IAF jets, and a decreased flight maneuverability and range.

ISRAEL CONTINUES TO DEFY THE SYRIAN S-300

Israel’s daring strikes near Homs and Shayrat, deep inside the engagement range of Syria’s S-300’s (NATO reporting name: SA-20B “Gargoyle”), have proved again that the IAF enjoys air superiority over Syria. While there are also topological and tactical factors at play, it is virtually certain by now that Russia, who gifted the S-300 to the SyAAF, has forbidden the Syrians from using it against Israeli aircraft (read more about the S-300 issue here).

On 31 March, the IAF disrupted flight operations at Shayrat Air Base by bombing the runway and air traffic control equipment. The attack also destroyed a warehouse, likely harboring Iranian weapons. However, after the Syrians patched the runway craters up and replaced the navigation beacons, aerial activity at Shayrat resumed within two weeks. 

On 1 May, another Israeli raid, this time near Homs, shook the earth when it destroyed a weapons depot, setting off a chain of secondary explosions. As the BDA shows, the Israeli attack has completely wiped out the warehouse and the adjacent parking lot.

HEZBOLLAH IS STILL RECEIVING PRECISION-GUIDED MISSILES 

On 4 May, Israeli missiles struck a missile production facility in al-Safirah, an area south of Aleppo. The al-Safirah plant is one of three facilities that are associated with the Scientific Studies and Research Center (SSRC), the regime’s prime proliferator of weapons of mass destruction (WMDs). While the SSRC has traditionally focused on producing Scud ballistic missiles and chemical agents for the Syrian regime, it now works under Iranian control to “home grow’ precision-guided munition (PGM) for Hezbollah and other groups. 

Back in 2016, Iran initiated a back-up plan to funnel PGM technology to Hezbollah, as a response to the relentless Israeli raids. Instead of struggling to deliver ready-made missiles, the IRGC shifted to smuggling GPS conversations kits and missile components to Hezbollah. Under Iranian supervision, Hezbollah engineers learned to produce the weapons themselves. Using specialized facilities, they aim to convert Hezbollah’s inventory of 150,000 “dumb” rockets into PGM (you can read more about the Iran-Hezbollah PGM program and Israel’s response to it, here).

In 2019, the Israeli Defense Forces (IDF) publicized the location of four such missile conversation and production sites in Lebanon, indicating that Iran PGM’s program is bearing fruit.

The PGM program, as all Iran extraterritorial activities, was directly supervised by the late Gen. Qasim Soleimani. Likely, his sudden assassination in Baghdad earlier this year interrupted the operation.  



However, the IAF’s airstrike on 4 May brought new evidence that Iran’s PGM “do-it-yourself” program is continuing and proliferating also inside Syria. If this is true, then Hezbollah and other militias hostile to Israel are still obtaining advanced striking capabilities from Iran despite Israel’s extensive air campaign for nearly a decade. 

Should Hezbollah manage to convert even a quarter of its inventory of 150,000 “dumb” rockets into missiles that can strike targets with pinpoint accuracy, Israel’s national security will be severely threatened.

The Israeli Air Force (IAF) conducted an night-time raid against IRGC-Quds and Syrian military targets in southern Syria on November 20. The IAF raid was retaliation for the ineffective rocket salvo fired in the previous day from Syria into northern Israel. The IAF likely used its “trademark” attack corridor through Lebanese airspace to fire cruise missiles from stand-off range.

IDF Spokesman Brig.-Gen. Hidai Zilberman revealed the tens of targets were struck in Damascus, west of Damascus and the Syrian Golan Heights overnight, belonging both to the regime of Bashar Assad and the IRGC’s external branch, the Quds Force. According to the British-based Syrian Observatory for Human Rights, 23 people, including 16 non-Syrians, most likely Iranians, were killed in the Israeli airstrikes. Given the high-number of IRGC casualties and magnitude of the attack, Iran is expected to retaliate militarily against Israel. 

PRELIMINARY-BATTLE DAMAGE ASSESSMENT

The P-BDA sourced by the Israeli geospatial company ImageSatIntel shows that the IAF targeted key position in Damascus International Airport and Mezzeh airfield. This was the first time since the IAF’s covert air campaign commence seven years ago, that the IRGC’s Command & Control (C2) center in Syria was attacked. While the “Glasshouse” is still standing, its northeastern corner was leveled by a precision airstrike.

The five floor monolith building was used since the early years of the Syrian Civil War by IRGC officers – namely from Quds Force – to command and control assets, coordinate intelligence collection activities and direct military operations. However, we assess that Tehran re-deployed most of its departments and senior commanders to other, more secure locations in Syria as the “Glasshouse” became increasingly known to international press, foreign intelligence and OSINT collectors. 

Judging by the large explosions followed by secondaries seen in the videos shared online, the IAF most likely also hit ammunition depots, vehicle shelters and logistics nodes.


As seen countless times before, the Syrian Arab Air Force (SyAAF) was unable to prevent or impede the Israeli missiles from reaching their targets.

Yesterday night, an air attack destroyed an Iranian logistics node near Abu Kamal (Syria). The likely culprit behind the attack is the Israeli Air Force (IAF), since Jerusalem has recently expanded air operations to Syria’s border region and even Iraq. The strike was allegedly conducted by F-35Is “Adir” (Israeli-modified F-35As). The Iranian logistical support operations hub in Abu Kamal had been established earlier this year. 

The Israeli geospatial company ImageSatIntel (iSi) recently released a battle damage assessment of an earlier IAF raid on the same facility, which took place on September 8, 2019. The analysis accounted for a total of eight storehouses that were completely destroyed. The structures were part of a wider military base, codenamed “Imam Ali” compound, which has been built and financed by the Iranain Revolutionary Guards Corps-Quds Force for the purpose of weapons storage. The logistics node likely hosted missiles, small weapons, rocket launchers, and ammunition smuggled to Syria from Iran and Iraq. 

Abu Kamal is located on a strategic border crossing between Syria and Iraq. Iranian-backed forces seized the area from ISIS in mid 2017. For Iran, control over the Abu Kamal area is key to solidify the “Shia Crescent” line of communication that links the Iranian homeland to Syria and Lebanon via Iraq. This “land bridge” diversifies Iran’s logistics routes, as the IAF continues to prosecute Iranian air transports to Syrian airfields.

Satellite imagery shared by the Israeli Defense Forces (IDF) has revealed a precision missile factory near Nabi Chit, Lebanon. The facility is likely operated by Hezbollah with financial and technological assistance from the Iranian Revolutionary Guards Corps’ (IRGC) irregular warfare and external branch, the Quds force. 


This intelligence confirms that Hezbollah is now attempting to “homegrow” precision guided missiles, as Israel’s raids in Syria have disrupted the IRGC’s advanced weapons transfers to its Lebanese ally. In response to the tactical air strike campaign of the Israeli Air Force (IAF), the IRGC has started to supply Hezbollah with GPS kits that can convert “dumb” rockets into precision missiles. According to a 2015 estimate by Israeli Intelligence, Hezbollah currently stockpiles around 150,000 rockets. 

Iran has deployed senior IRGC-Quds operatives in Lebanon to oversee Hezbollah’s precision missile program. Israeli Intelligence names Brigader General Muhammad Hussein-Zada Hejazi as the IRGC commander in Lebanon. Hejazi is aided by technological manager Colonel Majid Nuab and chief logistician Brigadier General Ali Asrar Nuruzi. The Lebanese cell reports directly to the infamous al-Quds commander General Qasim Soleimani. 

In 2018, Israeli Prime Minister Benjamin Netanyahu disclosed the location of three Hezbollah missile assembly and storage sites in the Lebanese capital. By building factories and warehouses in Beirut’s busy neighborhoods, Hezbollah is using the local population as a human shield against Israeli attacks. In light of these developments, Jerusalem authorized targeted assassinations of Hezbollah and IRGC operatives in Lebanon and instructed the IAF to hit IRGC logistics nodes in Iraq.

Hezbollah’s hybrid fusion of conventional military capabilities and irregular tactics renders it the strongest non-state actor in the world. If Hezbollah manages to convert even a quarter of its estimated 150,000 rockets into precision guided missile, it could overwhelm the Israeli air defense systems and strike any target of choice. The joint Iranian-Hezbollah operation is in direct violation of the United Nations Resolution 1701 and threatens to destabilize the fragile Lebanese security environment.

 
An Israeli Intelligence source told Hareetz that Hezbollah has started to evacuate the production site near Nabi Chit location. By publicly disclosing the facility’s location, the IDF has thus disrupted Hezbollah’s missile manufacturing efforts without engaging in a direct attack in Lebanon (that would virtually certain trigger retaliatory violence).

On August 21, 2019, the Iranian Defense Ministry revealed the “Bavar 373” long-range surface-to-air missile (SAM) system, claiming that both design and production are completely indigenous. Iranian President Rouhani and Iranian Revolutionary Guards Corps (IRGC) Commander Hossein Salami were present at the unveiling.  


The Bavar 373 solves two problems for Iran, one military and one of political nature. On the one hand, the Bavar will augment Iran’s small inventory of long-range SAMs, providing much needed coverage for the undefended sections of Iran’s airspace. Tehran hopes that the Bavar 373 will have a deterrent effect, raising the costs of foreign military attacks. On the other hand, the indigenous system renders Iran independent from foreign technology, a lesson that Tehran learned the hard away when Russia stalled the sale of the S-300PMU2 (NATO Reporting name SA-20B Gargoyle) from 2007 to 2011 due to US sanctions. 

Bavar 373 Battalion Set: 

  • 6 x tractor erector launchers (TEL). Each TEL consists of four SAM canisters towed by a 10×10  “Zoljanah” truck. 
  • Undesignated active electronically scanned array (AESA) engagement radar, likely operating in X-band frequencies. 
  • Undesignated AESA acquisition radar, likely operating in S-band frequencies. The 8×8 “Zafar” truck serves as the radars’ transportable electronics tower (TET). 
  • Command & control unit, towed by an 8×8 “Zafar” truck. 

Bavar 373 Performance and Specifications (according to the Iranian Defense Ministry):

  • Maximum tracking range: 260km
  • Maximum Interception range: +200km
  • Maximum Interception altitude: 27km

TECHNICAL EVALUATION:

Contrary to critics, who have labelled the Bavar 373 an S-300 copycat, Tehran claims that the system is an original design. All officials speaking at the August 21 unveiling emphasized this fact and claimed that the Bavar 373 is superior to the S-300. While the Bavar 373 does indeed feature original elements and was produced by Iranian defence contractors, the system’s development would have been impossible without foreign technology. The Bavar 373’s dual-band sensor suite seems to be the system’s most valuable asset. The originality of the Bavar’s TEL and the claimed operational performance of the Sayyad-4 SAM are nevertheless disputable. 

HOT VERTICAL LAUNCH/SQUARE CANISTERS. While the Bavar is widely believed to be a S-300PMU2-inspired design, the system’s rectangular launch tubes more closely resemble the M901 launcher unit of the Patriot Advanced Capability (PAC)-2 configuration. Like the Patriot, the Bavar 373 uses a hot launch technique instead of the cold ejection typical for Russian SAM launchers.

The S-300PMU2 uses gas to eject the SAM from a round cylinder, before the missile fires its thrusters. As the demonstration on August 21 showed, the Bavar’s Sayyad-4 powers its rocket engine inside the tube. The Bavar does, however, bear similarity with the S-300 when it comes to the full vertical launch position. In contrast, the American M901 fires from a 70 degree angle, a design feature copied by another Iran air defence system (Talash).

SENSOR SUITE. For the public demonstration, the Bavar 373 was augmented by two AESA radars, one engagement and one acquisition radar. This configuration is similar to the Russian S-300. The MIM-140 Patriot uses only one radar. Both of the Iranian radars are unique in their design and show little to no similarity with their American or Russian counterparts. it is possible that Iran’s decade-long effort to develop AESA radars has finally paid off. Due to the AESA’s frequency-agility and low-probability of intercept, the Bavar’s radars are – at least in theory – highly resilient to jamming and anti-radiation missiles.  

The Iranian defense company Iran Electronics Industries has previously listed the Meraj-4 sensor as part of the Bavar 373. In the public demonstration of the Bavar, the Meraj-4 did however not feature. The Meraj-4 is a road-mobile S-band early warning 3D AESA radar. The manufacturer claims that is has a 400-500 km detection envelope, a 200 km tracking range, and a 360-degree azimuth. The Meraj-4 design shows undeniable resemblance to the Chinese-made JYL-1, a long-range S-band 3D air surveillance radar that has nearly identical specifications.  While the Meraj-4 was spotted as a road-mobile version, it is likely an element of Iran’s integrated air defence network rather than a permanent subsystem of the Bavar 373. 

COMPARISON: Meraj 4 (Iran) vs. JYL-1 (China)

MULTI-MISSION. The Bavar’s diverse sensor and kinetic solutions will enable the Iranian air defence units to conduct both anti-aircraft and missile defence missions. The Sayyad-4, in particular, was developed to intercept large radar-cross section targets at the engagement envelope edge, e.g. ballistic missiles in lower endo-atmospheric space. However, doubts remain whether the Sayyad-4 has the manoeuvring capability to prosecute evasive ballistic missiles in their terminal phase. The Sayyad-4’s demonstrated thrust vectoring control is only used for initial trajectory alignment.

Iran’s Sayyad SAM series is based on the US-made Standard Missile 1 (RIM-66) naval SAM acquired by the Imperial Iranian Navy prior to the 1979 Revolution. However, the Sayyad-4 is double in size compared to its predecessor and bears resemblance with the Russian long-range Fakel 48N6E/E2 SAM.

VALIDATION AND SUSTAINABILITY. The recent downing of a RQ-4 Global Hawk drone by the Iranian Khordad the 3rdSystem (similar to the Russian Buk-M2) has validated Iran’s research and development efforts in air defence technology. Building a dual-band long-range SAM system based on multiple foreign sources is nevertheless significantly more complex than replicating short- and mid-range legacy systems. The Bavar 373 still has to prove its performance in actual engagements and deployments. 

Remote sensing operations using geospatial imagery will reveal in time how confident the Iranian Armed Forces are of the system’s performance. If the confidence level is high, the Bavar will likely be deployed as a solo long-range air defense asset for the poorly defended airspace in the east and south (protected by Khordad the 3rd or Talash mid-range SAMs for point air defence). If the system is deemed unreliable, it will likely supplement existing S-200 and S-300 deployments.   

It took Iran more than 10 years of design flops, development limbo, and dire financial conditions to produce the Bavar 373. There is no information on how many systems exist and will be produced. It is also unknown whether Iran is even able to mass-produce the system and maintain it. As the country remains under though political and economic pressure from the international community, Tehran frequently exaggerates its military capabilities for foreign policy and deterrence reasons.

At least two U.S. Air Force Boeing signals intelligence aircraft (SIGNT) – Boeing RC-135V (callsign: TIMEX21) and RC-135U (EXTRO21) – conducted SIGINT collection sorties over the Eastern Mediterranean between 9 and 11 AM UTC time today. An Israeli Air Force (IAF) Gulfstream G550 Nachshon Aitam 676 SIGINT platform was also spotted over central and northern Israel. These platforms were on station, after a Syrian Air Ilyushin-76 heavylift cargo aircraft (RB/SYR9824) took off from Tehran Mehrabad International Airport (THR).

2. The SIGINT platforms likely attempted to intercept communications between Syrian military and air control units to determine whether the cargo plane is a high-value target (HVT) that carries heavy weapons such as ballistic missiles (BM) destined for Iranian-affiliated paramilitary units. Should the presence of a HVT be confirmed, the IAF will likely conduct a tactical air strike to destroy the package. Both SIGINT collection sorties and air strikes have become common practices, as the IAF is attempting to curb the Iranian entrancement in Syria. Most of the Iranian military cargo eventually ends up in the hands of militias that operate against Israel, such as the Lebanese Hezbollah or the Palestinian Islamic Jihad Organization.

3. Syrian Air flight RB/SYR9824 (registration YK-ATB) left THR at 8:43 AM (UTC) westbound with no destination listed. When approaching the Syrian-Iraqi border around 10:12 AM, the flight turned its AVB transponder off. Twenty minutes later, the flight re-apparead over Homs province, Syria. Around 10:35 AM, the aircraft went dark again, while dropping to an altitude of 6,800 meters. As the aircraft made a northern course correction, the flight path of RB/SYR9824 suggests a destination north of Damascus. Whether this is indeed true or just a counter-surveillance maneuver to deceive its U.S. and Israeli watchers, is unknown.

5. In conjunction with its land-corridor, the Iranian Revolutionary Guards Corps (IRGC) also operates an air route to supply its external branch, the al-Quds forces (IRGC- Quds), and affiliated Shi’a militias operating in Syria. Common destinations for the flights from Tehran and Kermanshah are the main Damascus airports (International and Mezzeh), Basil Al-Assad Airport in Latakia province and other airfields in Hama and Aleppo. Besides the civilian companies Mahan Air, Syrian Air and Fars Air Qeshm, Iran  is also known to use military aircraft operated by the Iranian Air Force (IRIAF) and the Syrian Arab Air Force (SyAAF).

6. The presence of IAF/USAF SIGINT platforms does not automatically indicated that a HVT is onboard and that an Israeli air strike will follow. The IAF is tracking all suspicious flights inbound for Syria and Lebanon, many of which do not carry HVT cargo or whose payload does not mandate immediate kinetic action. The IAF/USAF SIGINT collections efforts could also be related to rumors indicating an imminent operationalization of the SyAAF’s S-300PM2 (SA-20B Gargoyle) surface to air missile system.

Forensic Video Analysis: Syrian Air Defense Unit Abandoned Pantsir S-1 under Israeli IAI Harop Fire

During a raid in the night of January 20th 2019, the Israeli Air Force (IAF) prosecuted Iranian and Syrian ground targets in southern Syria. The operation included both ground attack and suppression/destruction of enemy air defenses (S/DEAD).


1. A video released by the Israeli Defense Forces (IDF) shows two SAM systems destroyed by Israeli missiles. The first one, either a 9K33 Osa (NATO reporting name: SA-8) or a 96K6 Pantsir S-1 (SA-22), was overwhelmed by an IAF saturation strike. The SAM system, based 5 km south of Damascus International Airport, fired for effect, but missed the interception. The SAMs detonated in mid air. The site coordinates are 33°20’54.4″N 36°28’08.1″E

2. The second target was a Pantsir S-1 (SA-22) stationed on the grounds of Damascus International Airport. Forensic video analysis shows three interesting details:

  • Heat signature: either the driver’s door is left open, with heat emanating from the cabin, or the vehicle’s power generator is left running.  
  • The planar array search radar antenna is switched off.
  • A vehicle is parked 3-5 meters behind the Pantsir – possibly a missile transloader.

3. We assess that the Pantsir (SA-22) was active and engaged in air defense. After consuming the munnition and receiving homing alerts, the crew deactivated the system’s antenna and fled. The crew was not caught off guard due to lack of personnel or low readiness, contrary to what some observers suggests.

4. Due to its location, the Pantsir (SA-22) was one of the most tactically important point air defense (PAD) systems in southern Syria. The system provided PAD for local long-range systems such as the S-200 (SA-5) and covered Damascus International Airport, which has been a bi-monthly, if not weekly, target of the IAF. If any crew was kept on high readiness, it was this Pantsir (SA-22) crew. The site coordinates are 33°22’56.5″N 36°29’38.4″E

5. As the IAF targeted the system, the Pantsir’s counter-D/SEAD protocol kicked-in and alerted the crew that enemy anti-radiation missiles (ARMs) were homing on its sensor emission. In such situations, the crew needs to deactivate the radar (flip the antenna off) and go mobile, leaving the position acquired by the enemy ARM. The crew indeed turned the radar off, but then – most likely – panicked and abandoned the Pantsir, leaving the door wide open/ the generator running. 

6. The supply vehicle spotted in the footage suggests that the Pantsir was about to be re-armed. The 2F77M is the designated transporter/transloader for the Pantsir (SA-22) and Tunguska (SA-19) SAM system family. The transloader is a 6×6 KamAZ-43101B truck.

7. The Syrian Pantsir (SA-22) air defense systems were likely targeted by the Israeli-made IAI Harop loitering ammunition, a low-observable (LO) anti-radiation “suicide” drone. The drone is designed to bypass enemy radars and loiter around the battlefield to find and engage evasive SAMs. For guidance, the drone can autonomously home on the enemy’s radar emission or be remote-controlled by a human operator (human-in-the-loop mode). The IAI Harop does not carry a warhead but self-destructs when reaching the target. This drone was credited for destroying another Syrian Pantsir (SA-22), during Israel’s Operation House of Cards on May 10, 2018.

8. During the current raid, the IAF also destroyed a 3D long-range JY-27 early warning radar near Damascus International Airport. The JY-27 “Wide Mat” works at a very-high frequency (VHF) and can theoretically detect LO and very LO aircraft. The system is heavily inspired by Russia’s own VHF-band counter-LO aircraft radar, the “Box Spring” (1L13 Nebo SV and 1L119 Nebo SVU). The site was a key component of Syria’s evolving air defense network. With the JY-27 destroyed, the IAF mitigates the risk of having its F-35I Adir LO RCS detected.

Key takeaways from the January 20th raid:

9. The SADF has visibilly improved its effectiveness in countering ordinance. This is due to sustained Russian training, through which the Syrian Air Defense Forces (SADF) of the Syrian Arab Air Force (SyAAF) learned how to operate advanced point air defense SAM systems, namely the SA-22 and SA-17.

10. The SADF’s improved capability has a considerable tactical impact, as it forces the IAF to conduct saturation strikes in order to guarantee that the missiles reach their targets. In turn, more aircraft, heavier payloads (leading to an increased radar-cross section) and multiple bombing rounds will be necessary for future raids.

11. The repeated destruction of Syria’s Pantsir S-1 (SA-22) air defense systems will potentially discredit the newest generation of Russian-made systems in the eyes of Middle Eastern customers. The Pantsir S-1 is a highly-mobile low-altitude medium-range self-propelled SAM system. Armed with twelve 57E6 SAMs and a 30mm autocannon, the system was designed to counter precision-guided munition. It is marketed as an effective solution to defend against U.S.-made maneuvering cruise missiles such as the Tomahawk and ARMs (U.S-made AGM-88 HARM or British ALARM), which have historically overwhelmed Soviet-made SAM systems. The latest Israeli raids have however repeatedly overwhelmed and destroyed the system.

Israel’s Christmas Raid in Syria: Target Assessment and Russian Reaction

In the night of December 25th, The Israeli Air Force (IAF) delivered its first clandestine strike on Syrian targets after President Trump announced the withdrawal of U.S. troops. As assessed in our latest policy impact analysis and recently reinforced by Israeli Prime Minister Netanyahu, the U.S. withdrawal will force Israel to ramp up its counter-Iran operations in Syria. The “Christmas raid” is as much a political statement as it is a continuation of the over 100 Israeli covert airstrikes in Syria. The Syrian Air Defense Forces (SADF) showed a mixed performance, but managed to intercept the majority of Israel’s air-launched missiles.


1. The IAF operation took place between 2200 and 2300 local time and targeted a ammunition warehouse in southern Syria. Israeli F-16 Sufa fighter aircraft fired Delilah cruise missiles – and possibly GBU39 glide-bombs –  from Lebanese airspace, using the IAF’s traditional standoff strike path. 

2. The SADF responded with surface-to-air (SAM) missile fire from its Pantsir S-2 and Buk-M2 systems,  intercepting the majority of Israeli missiles. The SADF’s S-200 and S-125 were also activated, but failed to affect the IAF’s fighter aircraft. This prompted the IAF to initiate a second wave of strikes at approximately 2240 local time. Social media sources claim that an unknown number of F-35I Adir joined the second round as counter-air escorts. 

3. We asses that the second bombing run reached its target. According to official statements, the IAF destroyed an ammunition cache and a parking lot on the Syrian Arab Army’s 4th Armoured Division base, injuring three Syrian soldiers. Social Media Intelligence (SOCMINT) suggests that the targeted warehouse hosted Iranian-made Fajr-5 unguided surface-to-surface missiles that were scheduled for delivery to Hezbollah.

4. According to Newsweek (quoting a U.S. defense source), the IAF targeted a Hezbollah delegation, which was boarding a flight to Tehran Mehrabad Airport to attend the funeral of Ayatollah Hashemi Alshaharoudi. While we cannot conclusively confirm this information, Iranian “Air Bridge” activity was indeed spotted during Christmas night. 5. Yesterday’s raid revealed several problems of Syria’s aging SAM inventory. As video material shows, at least five failing SAMs crashed into the ground in Damascus instead of detonating in mid-air. One rogue missile even crossed the border into northern Israel and was intercepted by a Hadera-based air defense system. Contrary to initial claims, there is no evidence that the rogue SAM was a Syrian retaliatory strike.

6. However, the SADF was generally successful in damage control. Familiar with the IAF’s flight paths, the Syrians focused on countering enemy ordinance  rather than enemy aircraft, relying heavily on point air defense systems.

7. Russia’s harsh reaction to the IAF’s “Christmas raid” testifies to the growing rift between Moscow and Jerusalem. In accordance to the deconfliction agreement, Moscow has thus far turned a blind eye to Israeli strikes in Syria, unless they were unannounced or engaged Syrian targets directly.  However, in response to the “Christmas raid” Russia has escalated its public rhetoric and reportedly considers tit-for-tat retaliations.

8. In the future, Russia will  potentially support Syria to engage IAF fighter jets when they enter Lebanese airspace. The imminent operationalization of the Russian-made S-300PM2 SAM system will provide the SADF with advanced long-range acquisition and engagement radars. It is virtually certain that the SADF will deploy at least one S-300 regiment in Damascus to provide area air defense over Syria’s most vital region.

‘NIGHT OWLS’: MOSSAD MONITORS THE LOYALIST OFFENSIVE IN SOUTHERN SYRIA

(1) In late June 2018, the Syrian Arab Army (SAA), supported by Russian Aerospace Forces, private contractors, and – covertly – by militias affiliated with the Iranian Revolutionary Guards Corps (IRGC), has launched an offensive to recapture the Southern Syrian provinces (Quneitra, Da’ara and Suweida) from the opposition/rebel forces. The offensive recently concluded with a decisive victory for the side of the Syrian regime, which will be referred to as THE LOYALISTS.

(2) Before commencing with the operation in Southern Syria, Russia secretly promised Israel that IRGC-backed militias will not partake in the offensive. In exchange, Jerusalem did not intervene. Israeli Intelligence (Mossad) and the Israeli Defence Forces (IDF) have been tasked with monitoring the implementation of the secret deal with all available resources (code-name: OPERATION NIGHT OWLS).

(3) Counter to Russian statements, human intelligence reports from Southern Syria suggest that IRGC-backed militiamen swapped uniforms and blended into the ranks of the SAA to discreetly partake in the offensive. These elements were then tasked with assaulting key positions in Western Quneitra close to the slopes of the Golan plateau. The IRGC-backed militiamen are exclusively supplied through selected SAA infantry bases located in the wider Damascus region (code name: BREAD-BASKET), which have been known for hosting Iranian advisors and capabilities in the past.

(4) Reports furthermore suggest that the BREAD-BASKET receives supplies directly from Iran. In recent months, land-transports via Iraq and the Syrian border town of Abu Kamal (code-name: SHI’A CRESCENT) have hereby started to replace airlifts from Tehran to Al-Assad International Airport or Mezzeh Airport.

(5) Israeli intelligence is highly concerned by this trend, as land-transports allow for greater operational security (OPSEC) on the part of the Iranians. Since airlifts have precise origins and rely on predetermined landing zones, the IAF was able to identify and destroy high-value Iranian deliveries in the past. However, monitoring for intermediate missiles that are moved by truck through the SHI’A CRESCENT is like looking for a needle in the haystack.

(6) The findings of OPERATION NIGHT OWLS are dramatic. Mossad is in possession of indisputable evidence that the LOYALISTS currently positioned on the Syrian side of the Golan Heights are indeed IRGC-backed Shi’a militias. Moreover, the delivery of Iranian intermediate missile systems to these militias via the SHI’A CRESCENT land-route and the BREAD-BASKET distribution hubs appears to be imminent.

(7) The deployment of intermediate missiles near the Israeli border will weaken the Suppression of Enemy Air Defenses (SEAD) zone, which was established by the IDF on the Golan Heights from 9 May 2018 onward. It will also severely reduce the missile-interception window of the Patriot, Iron Dome and David’s Sling air defense systems. Israeli intelligence doubts that it can identify Iranian “care packages” for the IRGC-backed militias before they become operational on the frontline.

 

THE PRIME MINISTER AUTHORIZES OPERATION ‘NIGHTFALL’

(8) The findings of the NIGHT OWLS investigation have de-legitimized Russian guarantees. Prime Minister Netanyahu therefore authorizes the military to commence with OPERATION NIGHTFALL.

(9) The objectives of OPERATION NIGHTFALL are:

  • Create a 20km deep buffer zone (code name: SECTOR DAVID) below the Golan Heights, encompassing Quneitra province and parts of Da’ara. SECTOR DAVID will be placed under the control of Israeli-backed opposition groups such as the “Knights of Golan”, “Fursan al-Jawlan,” and other CIA-vetted Southern front groups.
  • Create a contestation area (code name: SECTOR GOLIATH) over the wider Damascus area, including the capital itself. Destroy the BREAD-BASKET, Syrian airfields, and the Syrian air defense infrastructure. The IRGC and affiliated militias will lose their safe haven for troop deployment, military posturing and logistics.

(10) SECTOR DAVID is key for Israel’s most vital security interests. Firstly, it will provide more missile-interception time for the Golan-based SEAD. This will increase anti-air efficiency and push enemy infantry away from the borderline. Secondly, it ensures that – if a war does break out –  it will not be fought on Israeli territory. SECTOR DAVID will also host the refugees and internally displaced persons (IDP) looking for shelter after the LOYALISTS’ Southern Syria offensive.

(11) The Druze-majority villages and towns in SECTOR DAVID will be exempted from opposition control and will be placed under direct Israeli protection. This measure is important to avoid unrest among the Israeli Druze population, and to prevent the rekindling of LOYALIST sentiments among the Syrian Druze.

(12) The establishment of SECTOR GOLIATH serves to irreversibly degrade Iran’s military influence in Southern Syria and to consolidate SECTOR DAVID. Destroying the Syrian anti-air defense infrastructure will grant the IAF complete air superiority over Syria – if the Russian systems continue to be inactivated due to political considerations and technological secrecy. This would leave the IRGC, their clientele militias, and the SAA vulnerable to strategic strikes. The elimination of the BREAD-BASKET will furthermore ensure that IRGC-backed groups will lose their regional distribution hubs, further degrading their supply chains. This will force them to partially or fully withdraw from the Damascus area.

(13) A partial or full de-militarization of Damascus will likely force the Assad regime to seek refuge and establish a temporary government in the Russian-protected Latakia province. The Syrian President has sought sanctuary in the Russian-operated Khmeimim Air Base during past Israeli and U.S. attacks on Damascus.

(14) President Donald J. Trump, encouraged by anti-Iran hawk National Security Adviser John Bolton, can be expected to extend either political or (limited) military support to the Israeli operation, as the U.S. also seeks to roll back Iranian influence in the region. As it has occured in the past, Secretary of Defense James Mattis will likely attempt to minimize direct U.S. involvement in order to avoid backlash against the U.S. troops operating in Northern Syria. The White House could mandate the Department of Defense (DoD) to – covertly – aid OPERATION NIGHTFALL in the following ways:

  • Provide IAF fighter jets with Friend-or-Foe (FoF) codes to disguise them as Coalition aircrafts, as practiced in previous Israeli shadow-raids.
  • Engage Syrian targets with Electronic Warfare (EW) capabilities that can jam or disrupt anti-aircraft radars and communications.
  • Supply the IDF with Intelligence, Surveillance and Reconnaissance (ISR) data on LOYALIST movements, using RQ-4 “Global Hawk” drones operating in the Eastern Mediterranean.

(15) Arab Sunni states such as Saudi Arabia, the United Arab Emirates (UAE), and the Kingdom of Jordan will potentially allow air passage for IAF jets conducting target re-attacks and aerial refueling.

(16) OPERATION NIGHTFALL requires the instatement of a commercial flight ban for at least 72 hours. While this may alert the LOYALISTS to the time-window of the attack, a commercial flight ban is necessary for the safety of civil aviation.

(17) The Russian response in those 72 hours will be key for enabling or disrupting Israel’s operational objectives. Russian intelligence will attempt to intercept Israel’s plan, while the IDF will engage in intense counter-surveillance methods to camouflage its operational preparations. Moscow will act in accordance with its intelligence on and estimates of Israel’s intentions.

 

THREE SCENARIOS: POSSIBLE OUTCOMES OF OPERATION NIGHTALL

(a) ‘LIGHTS OUT’ – THE OPTIMISTIC OUTCOME

(18) The IAF completes OPERATION NIGHTFALL in less than one week, leaving the LOYALISTS without any air defense systems in Quneitra, Suweida, Da’ara, Rural Damascus and Damascus. Key military locations are targeted and destroyed, including major infantry bases (battalion, regiment, brigade level), Syrian Arab Air Force (SyAAF) strategic airfields (cargo warehouses and air strips) and anti-aircraft sites.

(19) The LOYALIST forces deployed in Southern Syria retreat to Damascus and – later – to Hama province. Israeli-backed opposition forces reassemble to take key villages and towns along the Israeli-Syrian border. SECTOR DAVID is secured.

(20) With air defenses disabled, and military supply routes blocked, the Assad regime evacuates for Russian-protected Latakia. A symbolic air strike hits the Presidential Palace in Damascus. Israel establishes full air dominance over the Damascus area. SECTOR GOLIATH is secured.

(21) The U.S. voices strong support for the operation and mandates the Central Command (CENTCOM) to covertly aid the military effort.  Sunni Arab states allow IAF jets to refuel in their airspace, leading to an unprecedented level of Israeli-Arab cooperation in face of the Iranian threat. The U.S-operated al-Tanf garrison in Syria is enforced with additional HIMARS batteries to deter LOYALIST retaliations against the Jordanian Kingdom.

(22) Russian intelligence was either unable to anticipate Israel’s intentions or the Russian government was unwilling to act. Israel negotiates a ceasefire with Russia, placing the now demilitarized Damascus area under Russian protection. Russian military police units are deployed in the capital and key surrounding locations. SECTOR GOLIATH becomes a Russian-protected area, free from IRGC-backed forces. The deal with Israel can be expected to amplify the already existing tensions between the Russian Armed Forces and Hezbollah.

(23) Iran has been successfully and indefinitely ousted from Southern Syria. The IRGC has lost all strategic hubs in Damascus, including the Al-Assad International and Mezzeh airports. Only selected bases in Hama and Aleppo remain as safe havens. Since air transport has become near impossible, Iran now fully relies on the SHI’A CRESCENT transport route. Neutralizing the SHI’A CRESCENT become Israel’s next strategic objective in order to consolidate SECTOR DAVID and SECTOR GOLIATH and to remove Iran from Syria once and for all.

(b) ‘GUARDIANS OF THE GOLAN’ – THE MODERATE OUTCOME

(24) Israel expels the LOYALIST forces from Southern Syria through repetitive surgical shadow raids and artillery strikes (surface-to-surface missiles) in Quneitra, Da’ara and Suweida. The remaining Israeli-backed opposition forces retake key positions. Further logistical and operational support from Israel allows the opposition groups to expand their territory and secure SECTOR DAVID. Israel recruits around 500 militiamen from the “Knights of the Golan,” establishing a border force that will patrol the demilitarized “Alpha” zone of the 1974 agreement.

(25) The IAF neutralizes selected anti-air artillery (AAA) and surface-to-air missile (SAM) sites in Damascus in order to enable further air strikes on a limited number of BREAD-BASKET bases. The IAF will also seek to disproportionately retaliate against LOYALIST (accidental or intentional) provocations on the Southern Syrian front. The Israelis will use those incidents to cherry-pick Iranian-affiliated high-value targets (HVT) over the course of several weeks.

(26) Russian intelligence has uncovered IAF plans to wage a “Show and Awe” styled campaign over Damascus in advance. This has led to heightened tensions between Moscow and Jerusalem. Russia threatens to replace the SAA’s destroyed S-200s, Pantsirs (SA-75) and SA-8 Geckos’, with newer versions, including the S-300 systems. This forces Israel to abandon objective SECTOR GOLIATH.

(27) The Trump administration voices support for the operation, but does not mandate the DoD to provide military aid. Arab Sunni states fail to facilitate flight routes for the IAF’s bombing raids.

(28) The situation is bound to remain highly volatile, given the fragile and uncertain status quo. Israel indefinitely abandons plans for SECTOR GOLIATH. Instead, Jerusalem focuses on consolidating SECTOR DAVID by strengthening local opposition forces and obtaining security guarantees from local stakeholders. Iranian supply hubs have been severely damaged, but not completely removed. While IRGC-backed forces are significantly weakened, they remain a long-term threat to Israel. The IAF will continue to intercept key Iranian transports on the SHI’A CRESCENT route. Iran might seek to retaliate against OPERATION NIGHTFALL, by activating Hezbollah to mount missile attacks on Israeli soil from Southern Lebanon.

(c) ‘CHECKMATE’ – THE PESSIMISTIC OUTCOME

(29) OPERATION NIGHTFALL ends before it begins. An immediate and steadfast Russian response forces Israel to abort the mission.

(30) After acquiring critical early-warning intelligence on Israel’s objectives, Russia moves S-300s to Damascus during the 72-hour civilian airline ban. The Latakia-based S-400 Triumph system is activated to intercept incoming attacks on LOYALIST positions. Moreover, a significant number of Russian Aerospace Forces are mobilized to conduct air policing missions in the skies of Southern Syria, using a variety of advanced assets, including four Su-35s (air-defense fighter jet) and six Su-34s (air superiority fighter jet).

(31) Israeli intelligence furthermore reports the violation of Lebanese airspace by Russian fighter jets. This is interpreted as an attempt of the Russian Aerospace Forces to block the traditional flight path used by the IAF to strike Damascus.

(32) The Trump administration is hesitant whether to support Israel. President Trump pays lip service to OPERATION NIGHTFALL in order to increase pressure on Iran in the context of the Joint Comprehensive Plan of Action (JCPOA) re-negotiations. Yet, the overall objective of the Trump administration is the withdrawal from the Syrian Civil War. The U.S. is focused on securing its gains in Northern and Eastern Syria and remains unwilling to re-enter the Southern Syrian war theater. Israeli Intelligence believes that it cannot rely on support from the U.S.

(33) In consequence, IRGC-backed militias reinforce their positions on the Israeli border. With the SHI’A CRESCENT corridor and the BREAD-BASKET installations untouched, the delivery of intermediate-range missiles to the frontline is weeks, if not days away.

(34) The Assad regime intensifies revisionist claims for the Golan plateau. The IDF increases its troop readiness and capabilities in the Northern Military District. Israeli security and emergency services conduct multiple mass-casualty exercises in order to prepare the population for upcoming missile attacks.
